On average yes Call of Duty is more likely to hit 20 million units like clockwork almost every single year, but in terms of total sales lifetime units Pokemon is far above Call of Duty.

I simply think it seems that way to people because of the frequency in which we get a Call of Duty game.

I would argue though it is more likely that the next Call of Duty game will outsell the next Pokemon game just based on historical figures of what we are actually seeing.

But I do not know if I could say that Call of Duty is bigger than Pokemon as the numbers do not lie in regards to total sales. The way I see it the only thing we could go on is the Pokemon that released in 2016 was able to move 17 million units. So that's kind of a ballpark figure and what to expect in sales for the next game if not higher than what you see , I would say it's kind of the only relevant number we could give regarding the current state of Pokemon no different than we would give a figure of about 22 million for the next Call of Duty based on with the last few were able to sell.
